BOAT US GOVERNMENT AFFAIRS: Will your GPS work when you need it? ACT NOW!

Earlier this year, the Federal Communications Commission (FCC) gave conditional approval to a private company, LightSquared, to begin a nationwide broadband service right next to the radio spectrum used for GPS. After concerns from user groups (including BoatU.S.) the FCC required significant testing and a report for potential conflicts with aviation, cellular, navigation, and four other GPS uses before this proposal could move forward. In that June 30th report the navigation sub-team concluded “that all phases of the LightSquared deployment plan will result in widespread harmful interference to GPS signals and service and that mitigation is not possible.”

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DANA POINT, CALIFORNIA ADOPTING THE LOCAL COASTAL PROGRAM AMENDMENT LCPA06-03 AFFECTING THE IMPLEMENTATION PLAN FOR THE DANA POINT HARBOR REVITALIZATION PLAN AND DISTRICT REGULATIONS, THAT ALSO AMENDS THE DANA POINT SPECIFIC PLAN AND ZONING CODE, FOR APPROVAL AND CERTIFICATION BY THE CALIFORNIA COASTAL COMMISSION; and

Help Fight Unwarranted Bans on Lead Fishing Tackle ~ Support the Hunting, Fishing and Recreational Shooting Sports Protection Act. Over the past decade, efforts have increased to eliminate the sale and use of lead fishing tackle, including sinkers, jigs and other widely used tackle. Last November anglers like you helped to defeat the most recent attempt to ban lead tackle nationwide when the Environmental Protection Agency (EPA) denied a petition to ban lead fishing tackle under the Toxic Substances Control Act (TSCA).

Dana Point Flotilla 06-08 of the US Coast Guard Auxiliary offers seminars to help boaters review skills or learn new ones. Taught by qualified instructors, these seminars pack lots of information into two hours of your time—and for a reasonable price. The seminars meet at the Dana West Yacht Club. Each seminar costs $25, or take both for only $40. Materials are included. To register contact Art Ambrose, flotilla staff officer for public education: fso-pe@uscgaux-danapoint.org.

She also serves on the national Auxiliary staff as assistant editor for our quarterly publication, Navigator.  Sheila and her husband Rich live in Trabuco Canyon and keep their 25' Boston Whaler, Tohora Iti, in Dana Point Harbor.

Holiday weekends often mean increased use of Dana Point Harbor's waterways - and that means an increased need for safety awareness from all boaters.  As always, OC Sheriff's Department Harbor Patrol will continue to enforce all boating laws in an effort to keep everyone safe, but boaters are also encouraged to pay extra attention to others on the water and adhere to the following safety tips.

Keep America Fishing Take Action NOW! -- Oppose the Proposed Federal Ban on Lead in Fishing Tackle!
On August 23, 2010, the Environmental Protection Agency (EPA) was petitioned by the Center for Biological Diversity and four other organizations to ban all lead in fishing tackle under the Toxic Substances Control Act. This includes sinkers, jigs, weighted fly line, and components that contain lead such as brass and ballast in a wide variety of lures, including spinners, stick baits and more.

August 27, 2010 (Possessory Interest & Personal Property Tax Appeals)

The Possessory Interest Tax is a tax on the value of your use of public property; in this case your slip, the marina parking lot, etc. The Personal Property Tax is a tax on the value of your boat. Each tax is assessed separately and may be appealed.  If appealed, the appeals must be done separately. The steps below explain the 2010 individual appeal process.

August 27, 2010 (OC Dana Point Harbor - Coastal Cleanup Day)

OC Dana Point Harbor will join the more than 800 locations throughout the State in the 26th annual California Coastal Cleanup Day.  The State's largest volunteer event will be held on Saturday, September 25th, 2010 from 9:00am to 12:00pm.

Keep America Fishing Take Action NOW! -- Help Restore Billfish by Ending Commercial Overfishing of These Threatened Iconic Sportfish.
The Situation Marlin, sailfish and spearfish, collectively called billfish, are some of the world’s most majestic marine fishes. In the U.S., billfish are highly esteemed by recreational anglers, who practice catch-and-release fishing while generating substantial income to the economy. Unfortunately, stocks of these magnificent big ocean fish have been greatly depleted in both the Atlantic and Pacific Oceans as a result of commercial overfishing, primarily from foreign countries.

Keep America Fishing Take Action NOW! -- Thanks to California’s grassroots anglers who loudly spoke out for a fair and unbiased process for protection of ocean resources along the California coast, the appointment of Fish and Game Commissioner Don Benninghoven was not confirmed by the State Senate. As a result, as of August 4, 2010, Mr. Benninghoven no longer sits on the Commission.
