Dana Point Harbor Water Traffic Study #1 Leadership Changes Dana Point Boaters Association founder, Bruce Heyman , citing personal and family reasons, has resigned effective September 11, 2008 . For the past two years Bruce has held the office of President of the Dana Point Boaters Association. In that role, he has done an exceptional job representing the interests of hundreds of DPBA members, as well as the Southern California boating community at large. The boaters of Dana Point Harbor and Southern California will miss his leadership. The Board of Directors of the Dana Point Boaters Association respects Bruce's wishes to spend more time on business, personal and family matters and wishes him well in his new endeavors. While the Board of Directors will remain true to the founding principles of the DPBA, it will do so with a new President at the helm, Ted Olsen. The Board has selected Director Tom Stallings to fill the vacancy of Vice President. The DPBA board is looking forward, with excitement and continued enthusiasm, to fulfilling it's responsibilities to its constituency, the boaters of Dana Point Harbor - cruisers, sailors, fisherman, trailer boaters and users of day use vessels of all types. The Dana Point Boaters Association is an advocacy group formed to protect, maintain, and enhance recreational boating and boating resources in Dana Point Harbor .

We’ve created a web page that will allow you to file your 2008 Appeal quickly and simply. If you’ve already filled an appeal and want to have DePasquale, Kelley and Company represent you, you can find the forms you need for the transfer as well. We also have some links for information that will help you understand this complicated and novel tax. Getting the information and message out to the 1000’s of boaters subject to this tax has been very problematic. Last year the most effective program (PI TAX packages hanging on boats) was shut down by the OC Dana Point Harbor and their agents (Marina Companies) with the result that at least 2000 families missed out on getting the information that they needed. Thankfully Supervisor Pat Bates had a table for our packets at her September Harbor Update Meeting. We kindly ask you to help spread the word amongst your fellow boating neighbors. Two new additions to our Web Site First, SEARCH comes to the Dana Point Boaters Association. Over the course of the last year we’ve added so much content that we felt it was time to give you some basic search capability to find things easily from the home page. Second, we’ve added a VIEWING ROOM to the web site. To kick off the introduction of the Viewing Room we have four videos showing testimony by Bruce Heyman, President of the DPBA, and Brad Gross, Director of OC Dana Point Harbor, at the May meeting of the California Coastal Commission. A Boaters Prescription for Dana Point Harbor
This, the first draft of the Prescription, is the result of thousands of hours and over a year which was spent attending meetings, studying documents and reviewing issues with State, County and City officials. It discusses and recommends solutions for the issues seen by the recreational boaters and others who are active users of Since its founding, the Dana Point Boaters Association has endeavored to help the Dana Point Harbor Department and associated organizations move Dana Point Harbor forward. While we continue to have serious issues with some elements of the proposal and some elements of how the Harbor is managed, we are continuing to work to obtain the required support that the Harbor Department needs to move us all forward. This working paper discusses and recommends solutions for the issues seen by the recreational boaters and others who are active users of Dana Point Harbor . This document is a draft which is now entering a public comment period that will culminate in the official publication of the final document on June 19, 2008 . The public is invited and encouraged to review the document and to provide comments using the feedback tool which is now on line and can be found here: Thanks for all the feedback on the document. At this time we are aware of two errors. The first was previously communicated that the proposed reductions of small slips were inadvertently reversed. The second is that there is some discrepancy on the interpretation of the Boat Slip License Agreement and how long we are allowed to use our boats before you are considered a live aboard. We are working with the Marina Company to correct and will update in a future release of the document. The Association wants to reiterate its founding principles; that our harbor is a recreation jewel that is multi-faceted and complex. We must all work together to successfully deal with the sometimes very difficult trade offs that must be faced as we plan for the upcoming renovation. Collaboratively we will set a positive course for the next 50 years.

Dana Point Boaters Association The Dana Point Boaters Association, DPBA, is an advocacy group for Dana Point recreational boaters. The organization is open to all families interested in the many different kinds of recreational boating in the harbor from kayaks to large motor cruisers. The organization’s goals are to meet or exceed recreational boaters’ needs through constructively working with merchants, officials in Dana Pont City Government, various departments within Orange County Government, the ship yard, Yacht Clubs, other associations, California Coastal Commission, California Coastal Coalition, South Coast Water Distinct, California State Legislature, RBOC, SCMA, local clubs, Dana Point Harbor Association and selected experts. The organization is currently working on issues surrounding the Counties planned “Revitalization”, the Possessory Interest Tax and the lost fuel tax that is being transferred to Parks Harbors and beaches.
